Pan-Afrikanisches Parlament unterstützt Forderung nach UNO-Parlament

Bei der achten Sitzung des Pan-Afrikanischen Parlaments (PAP) in Midrand, Südafrika, wurde diesen Mittwoch in einer Resolution die Forderung nach einem Parlament bei der UNO (UNPA) erhoben. Nach der Resolution erwägt das PAP, „die Initiative zur Einrichtung einer beratenden Parlamentarischen Versammlung bei den Vereinten Nationen“ zu ergreifen. „Die UNO ist ein wichtiger Fürsprecher für die Demokratie. Damit sie ihre Glaubwürdigkeit bewahrt, muss sie auch selber demokratischer werden. Eine UNPA wäre ein Mittel, um das zu erreichen“; sagte Mokshanand Dowarkasing, Abgeordneter aus Mauritius, der die Resolution eingebracht hatte. Von Beobachtern wurde die Resolution sehr begrüßt. „Dies ist ein entscheidender Schritt in unseren internationalen Bemühungen“, sagte Andreas Bummel, Leiter des Sekretariats der UNPA-Kampagne. „Die Resolution eröffnet den Weg für eine gemeinsame Initiative des Pan-Afrikanischen und des Europäischen Parlaments“, so der Europaabgeordnete Jo Leinen.

Pan-African Parliament calls for UN Parliamentary Assembly

The eighth session of the Pan-African Parliament (PAP) convened in Midrand, South Africa, adopted a resolution calling for the establishment of a Parliamentary Assembly at the United Nations this Wednesday. According to the resolution the PAP considers to “take the initiative to achieve the establishment of a consultative United Nations Parliamentary Assembly within the UN system”. “The UN is an important advocate for democracy in the world. To maintain its credibility the UN itself, however, has to become more democratic. A UNPA would be a means to achieve this”, Mokshanand Dowarkasing, legislator from Mauritius who introduced the motion, said. The resolution was hailed abroad. “This is a major development in our international efforts”, the head of the Secretariat of the UNPA-Campaign, Andreas Bummel, said. “The resolution paves the way for a joint initiative of the Pan-African and the European Parliament”, Jo Leinen, a legislator in the European Parliament, noted.

Im Oktober 2007 hat der internationale Lenkungskreis von “Global Action to Prevent War” (GAPW) dafür gestimmt, den Vorschlag zur Einrichtung einer Parlamentarischen Versammlung bei der UNO (UNPA) zu unterstützen und sich der internationalen Kampagne anzuschließen. GAPW ist eine globale Koalition von über 20 Nichtregierungs-Organisationen und Forschungseinrichtungen. Ziel von GAPW ist die Entwicklung eines Programms, das eine nachhaltige und integrierte Nutzung des Wissens und der Ressourcen von Regierungen ermöglicht, um Krieg, Genozid und interne bewaffnete Konflikte zu beenden. „Da die UNO eine wichtige Rolle bei der Konfliktverhütung spielt, ist es sehr wichtig, dass ihre Entscheidungsprozesse in Fragen von Krieg und Frieden möglichst neutral und unparteiisch sind. Ein wichtiger Schritt, um die UNO demokratischer zu machen, ist die Einrichtung einer Parlamentarischen Versammlung. Deshalb unterstützen wir die UNPA-Kampagne“, sagte GAPW-Koordinatorin Waverly de Bruijn.

"Global Action to Prevent War" joins Campaign for UN Parliamentary Assembly

In October 2007 the International Steering Committee of “Global Action to Prevent War” (GAPW) has voted to endorse the proposal for a UN Parliamentary Assembly (UNPA) and to join the international Campaign. GAPW is a global coalition of more than 20 non-governmental organizations and research institutes which have united their efforts to develop a program for the sustained, integrated, worldwide application of government resources and knowledge to stop war, genocide and internal armed conflict. “As the UN is playing an important role in war prevention, it will be essential to take steps to assure the impartiality of decision-making in this organization on matters of war and peace. One important step to make the UN more democratic and responsive is the creation of a Parliamentary Assembly. This is why we support the Campaign for a UNPA”, says GAPW Coordinator Waverly de Bruijn.

Internationale Studie fragt nach "globalem Parlament"

Als Teil einer internationalen Meinungsumfrage über Demokratie wurde ermittelt, wie wahrscheinlich die Befragten “ein globales Parlament [unterstützen würden], in dem die Stimmenverteilung auf der Größe der Bevölkerung jedes Landes basiert und das in der Lage ist, verbindliche Beschlüsse zu fassen”. Nach der Studie wird der Idee von der Mehrheit der Befragten in acht der 15 abgedeckten Länder zugestimmt. In drei Ländern – Indien, Dubai und Südafrika – antwortete eine Mehrheit, dass sie der Idee “sehr wahrscheinlich”, also ohne Vorbehalte, zustimmen würden. In den anderen fünf Ländern mit zustimmender Haltung wurde die Frage mehrheitlich mit “ziemlich wahrscheinlich, aber mit Vorbehalten” beantwortet. Die größte Differenz zugunsten der Befürworter wurde in Indien, Dubai und Deutschland festgestellt. Im Durchschnitt aller Länder waren 37,5 Prozent eher zustimmend und 34 Prozent eher ablehnend. The Frage war in der Umfrage “Why Democracy” enthalten, die im Auftrag des BBC von Synovate durchgeführt wurde. Die Ergebnisse wurden im August 2007 veröffentlicht.

International poll asks question about “global parliament”

As part of an international opinion poll about democracy interviewees were asked how likely they would “support a global parliament, where votes are based on country population sizes, and the global parliament is able to make binding policies”. The survey revealed that the idea finds favor with the majority of respondents in eight of the 15 covered countries. In three countries - India, Dubai and South Africa – a majority was found to support the notion “very likely”, without reservations. In the other five favorable countries the majority of those approving the idea do so “quite likely”, with reservations. The biggest lead of approval was noted in India, Dubai and Germany. Overall an average of 37.5 percent were rather favorable, while 34 percent rather opposed. The question was included in the poll “Why democracy” conducted by Synovate on behalf of BBC. The results were published in August 2007.

Europäisches Parlament: Abgeordnete aus vier Fraktionen fordern UNPA

Aus Anlaß der Eröffnung der 62. UN-Generalversammlung in dieser Woche hat eine Gruppe von vier Mitgliedern des Europäischen Parlaments von den vier wichtigsten Fraktionen mehr Demokratie und Transparenz in der UNO gefordert. Dies solle durch eine Parlamentarische Versammlung bei den UN (UNPA) erreicht werden. Bei einer Pressekonferenz in Straßburg haben die Abgeordneten Graham Watson, Vorsitzender der liberalen Fraktion ALDE, Pia-Noora Kauppi von der konservativen Fraktion EPP, Jo Leinen, von der sozialistischen Gruppe sowie Gérard Onestà, Vizepräsident des Parlaments und Mitglied der Grünen, eine Broschüre zum Thema vorgestellt. „Ein UNO-Parlament wäre ein entscheidender Schritt zur Demokratisierung auf der internationalen Ebene“, sagten die Abgeordneten. „Die fortgesetzte, starke Unterstützung durch das Europäische Parlament und einzelne Europa-Abgeordnete ist ein wichtiger Impuls für unsere Bemühungen in aller Welt“, sagte der Vertreter des Sekretariats der UNPA-Kampagne, Andreas Bummel. 1994 und 2005 hatte das Europäische Parlament Resolutionen verabschiedet, in denen eine UNPA gefordert wurde.

European Parliament: Cross-party group of MEPs calls for UNPA

On the occasion of the opening of the 62nd session of the United Nations General Assembly this week, a group of four Members of the European Parliament from the four main political groups called for greater accountability and transparency at the UN – to be achieved through a UN Parliamentary Assembly (UNPA). At a press conference in Strasbourg, MEPs Graham Watson, leader of the liberal group ALDE, Pia-Noora Kauppi, from the conservative group EPP, Jo Leinen, from the Socialist group and Gérard Onestà, EP Vice-President from the Green group, presented a brochure on the topic co-authored by them. “A UN Parliamentary Assembly would be a decisive step towards democratizing citizen representation at the global level”, the MEPs agreed. “The strong, continued support by the European Parliament and individual MEPs is a significant driver for our efforts all over the world”, the representative of the UNPA-Campaign Secretariat, Andreas Bummel, commented. In 1994 and 2005 the European Parliament had passed resolutions in favor of a UNPA.

Netzwerk für UN-Parlament in Uruguay geplant

Am 25. September 2007 hat Prof. Fernando Iglesias, Generalsekretär von Democracia Global, einer NGO, die an der UNPA-Kampagne teilnimmt, einen Vortrag über den Bedarf und die Perspektiven von Demokratie auf der regionalen und internationalen Ebene gehalten. Die Veranstaltung fand im Parlamentsgebäude Uruguays in Montevideo statt und wurde von dem Abgeordneten Beatriz Argimón sowie dem Institut UDELAR mitorganisiert. Führende politische und kulturelle Persönlichkeiten nahmen teil. Bei einem anschließenden Treffen wurde Übereinstimmung darüber erzielt, in Montevideo ein neues Netzwerk zu etablieren. Wichtigste Aufgabe der neuen Gruppe soll die Unterstützung der UNPA-Kampagne sowie die Transformation des Mercosur-Parlaments in ein echtes Regionalparlament sein.

Network for UN Parliamentary Assembly planned in Uruguay

On 25 September 2007 Prof. Fernando Iglesias, the Executive Director of Democracia Global, an NGO participating in the Campaign for a UN Parliamentary Assembly (UNPA) gave a lecture on the needs and perspectives of democracy at the regional and international level. The event, taking place in the building of the Oriental Republic of Uruguay Congress, was co-organized by deputy Beatriz Argimón and the local Social Science College (UDELAR) and attracted distinguished political and cultural leaders. After the event participants met and agreed to work on the establishment of a network seated in Montevideo. The support of the UNPA-Campaign and the transformation of the Mercosur Parliament into a real regional parliament were defined as priority tasks of the planned group.
