There is a cluster of existential risks confronting everyone now alive on the planet. Each of them involves a cataclysmic scenario for which we are not prepared. The reality is that no country in the world has the capacity to protect us from a planetary scale disaster. Multilateralism has failed. The retreat to unilateralism is ratcheting up the risks. Realistically the only hope for us all and future generations is a U.N. Parliamentary Assembly and global governance that set planetary integration into motion. The alternative is annihilation.

National Governments and their Parliaments should be requested to endorse the call for a proposed UN Parliamentary Assembly (UNPA) so that citizens of the world can have a direct and legitimate voice at the UN.

Die Einrichtung einer Parlamentarischen Versammlung der Vereinten Nationen ist ein wichtiger Vorschlag, den ich gerne unterstütze. Der UN-Sicherheitsrat ist weitgehend unfähig, seiner Pflicht zur Wahrung des internationalen Friedens und der internationalen Sicherheit nachzukommen. Der Aufstieg der extremen Rechten in einigen Ländern und der Mangel an diplomatischen Fähigkeiten untergräbt die internationale Zusammenarbeit. In dieser Situation kann eine Parlamentarische Versammlung der Vereinten Nationen dazu beitragen, Bürger und Parlamente zur Unterstützung der Vereinten Nationen zu mobilisieren und den Multilateralismus und das internationale System zu stärken.

Angesichts des bevorstehenden 75-jährigen Bestehens der UNO im Jahr 2020 ist es wichtig, die Arbeit und das Design der Weltorganisation zu überprüfen. So wie das Panafrikanische Parlament den Bürgern des Kontinents eine Stimme gibt, sollte eine Parlamentarische Versammlung der Vereinten Nationen "Wir, die Völker" dieses Planeten eine Stimme geben. Ich bin überzeugt, dass diese Innovation der UNO und der Global Governance zugute kommen wird.

The United Nations matters to all people, everywhere. If we are to manage global catastrophic risks - from climate change to nuclear weapons - we desperately need an effective UN that is open and accountable to the people it serves. A UN Parliamentary Assembly would be a positive step in this direction. It would send a strong message about the need to involve stakeholders in the work of the UN, and help to boost the organisation’s legitimacy and efficacy. The UN was created for “we the peoples”. It is only right that people around the world are able to engage meaningfully with its work.

Parlamentarier sollten nicht nur eine Rolle bei der Stärkung zwischenstaatlicher Initiativen und bei der Umsetzung globaler Verpflichtungen auf nationaler Ebene spielen. Gewählte Vertreter sollten eine formelle Rolle bei internationalen Verhandlungen und Entscheidungen spielen. Die Schaffung einer Parlamentarischen Versammlung der Vereinten Nationen sollte als eine wichtige Reform gefördert werden, um dieses Ziel zu erreichen und die demokratische Legitimität der Vereinten Nationen zu stärken. Die UNO kann nicht als exklusiver Club von Regierungen weitermachen. Sonst wird die Weltorganisation nicht in der Lage sein, künftig viel zu bewirken.

In 2020, the UN will be 75 years old. This may be a good moment to analyse at a summit some institutional changes necessary to increase its legitimacy and effectiveness, such as the reform of the Security Council to make it more representative and limit the use of the vetoes of the great powers, or the establishment of a parliamentary assembly, thus strengthening the role of civil society and the democratic dimension of the multilateral system.

Es ist Zeit für ein Gremieum, das aus demokratisch gewählten Vertretern besteht: eine UNO-Parlamentarierversammlung.

Die Welt benötigt mutige Entscheidungen, um drängenden globalen Problemen wie Massenmigration, grenzüberschreitenden Terrorismus oder dem Klimawandel begegnen zu können. Diese Probleme sind zu wichtig, um sie nationalen Regierungschefs überlassen zu können. Global Governance mit einer bürgerorientierten demokratischen Legitimität und Rechenschaftspflicht ist der richtige Weg. Aus diesem Grund unterstütze ich die Einrichtung einer Parlamentarischen Versammlung bei der UNO.

As multilateralism and international solidarity are more than ever under threat, it is time to give a new democratic breath to global institutions. The United Nations organization must open up to representatives directly elected by the people in order to get the legitimacy necessary to act in the name of humanity's general interest. We need to move forward quickly with essential reforms in support of environmental protection, the fight against poverty or international trade regulation. The best way to ensure this is to create a United Nations Parliamentary Assembly. It would be complementary to the General Assembly which brings together the governments representing the interests of the states. As a progressive, I support this goal of democratic and not only economic globalization, and therefore I give my full support to the international campaign for the creation of a United Nations Parliamentary Assembly.
