South African MPs: A more democratic UN isn't just about Security Council reform

In an opinion piece published here in the South African newspaper Mail & Guardian, two South African members of parliament with the Democratic Alliance - Stevens Mokgalapa and Heinrich Volmink - argue that making the UN more democratic cannot stop at expanding the Security Council, a subject that is high on the agenda of many governments.

Instead, they write that "a watershed moment in the democratic reform of the UN" would be the "establishment of a global parliamentary assembly."

In their opinion, South Africa could play a "pivotal role" in the project. As they point out, it wouldn't be the first time that South Africa supports the establishment of an international parliamentary body. When the African Union was created in 2001, it was South Africa that embraced the idea that a Pan-African Parliament should be part of the new continental organization.

The most prominent supporter of a world parliament from South Africa was Nelson Mandela.

Presidente del Parlamento Panafricano: los gobiernos africanos deberían apoyar una Asamblea Parlamentaria de las Naciones Unidas

Reunidos por la ocasión de la sesión parlamentaria en Midrand, Sudáfrica.

El presidente del Parlamento Panafricano, Nkodo Dang de Camerún, pronunció su apoyo por el establecimiento de una Asamblea Parlamentaria de las Naciones Unidas, en corto UNPA, en la ocasión de la reunión en Midrand, Sudáfrica, durante la actual sesión ordinaria del cuerpo parlamentario continental.

En la reunión, el parlamentario panafricano Ivone Soares de Mozambique presentó al señor Dang con la apelación internacional  para una UNPA la cual es apoyada por numerosos políticos, ex funcionarios de las Naciones Unidas, distinguidos eruditos, innovadores culturales, y representantes de organizaciones de la sociedad civil de todo el mundo.

En la conversación, se recuerda que en 2007,  el Parlamento Panafricano (PAP) adoptó una resolución la cual llamaba a la creación de una UNPA. “En esta resolución, PAP recomendó el establecimiento de una UNPA consultora dentro del sistema de las Naciones Unidas de acuerdo al artículo 22 de la Carta el cual habilita a la Asamblea General de las Naciones Unidas a establecer cuerpos subsidiarios. Es nuestra esperanza que los gobiernos africanos eventualmente vuelvan a este pedido,” el señor Dang declaró esto en una carta subsecuente dirigida la campaña de la UNPA.

“Más de 70 años después del establecimiento de las Naciones Unidas, la interdependencia global nos ha hecho a todos ciudadanos mundiales. Es desde hace mucho tiempo que “Nosotros, las personas”, como comienza la Carta de las Naciones Unidas, tiene más que decir en asuntos globales. Para este propósito, una Asamblea Parlamentaria de las Naciones Unidas necesita ser establecida. Estoy contento de confirmar mi apoyo personal a la campaña internacional que trabaja para lograr ese objetivo,” escrito del presidente del PAP.

El Parlamento Panafricano fue establecido como un órgano de la Unión Africana para asegurar la participación de los ciudadanos africanos en el desarrollo y la integración económica del continente. El mismo fue inaugurado en 2004. El objetivo acordado es el de evolucionarlo hacia una institución parlamentaria con plenos poderes legislativos en el cual sus miembros son electos a lo largo del continente por medio de sufragio universal de los adultos.

“PAP fue establecido en orden de acercar a los 1.1 billones de ciudadanos africanos a su organización continental, la Unión Africana. Sin este elemento, una integración regional y cooperación más fuerte ya no es posible. En el mismo camino, las Naciones Unidas deben evolucionar y abrir sus puertas hacia la participación parlamentaria”, escribió el señor Dang.

Alrededor de cincuenta estudiantes de Alemania, Europa, y alrededor del mundo se juntaron en Halle (Alemania) durante la semana pasada en orden de estimular las negociaciones internacionales en el establecimiento de la Asamblea Parlamentaria de las Naciones Unidas, en corto UNPA. Asumiendo el rol de diplomáticos de los estados-miembro de las Naciones Unidas, los estudiantes discutieron los detalles de un proyecto de estatuto el cual fue adoptado por voto mayoritario en una sesión final el domingo. “Fue muy emocionante el seguir los debates en cuestiones como qué deberían tener los futuros poderes mundiales o cómo deberían ser representados los ciudadanos mundiales en el cuerpo,” dijo Michael Puntschuh, el mánager líder del proyecto.

En este momento, el establecimiento de una Asamblea Parlamentaria de las Naciones Unidas no se encuentra todavía en las reformas de la agenda oficial de las Naciones Unidas. Sin embargo, el apoyo de la propuesta está creciendo constantemente desde que la campaña internacional para una UNPA fue lanzada. La campaña, la cual apoyó la simulación en Halle, es aprobada por numerosos políticos, ex funcionarios de las Naciones Unidas, distinguidos eruditos, innovadores culturales, y representantes de organizaciones de la sociedad civil.

El presidente del Partido Verde de Alemania y el patrono del evento en Halle, Cem Özdemir, escribió en un mensaje hacia los participantes que él apoyaba la idea de una Asamblea Parlamentaria de las Naciones Unidas desde el principio. El añadió que “las Naciones Unidas enfrentan limitaciones cuando los gobiernos de los estados-miembro no representan los intereses de sus ciudadanos. Ésta es la razón de por qué la creación de la UNPA es tan relevante para nosotros – para brindar una voz a cada ciudadano, mujer u hombre, alrededor del mundo; para crear legitimidad por medio de representación verdadera, y para mejorar la responsabilidad política de los estados líderes”.

En otro mensaje a los participantes, el Vice-Canciller de Alemania y presidente del Partido Social-Democrático, Sigmar Gabriel, observó su deleite de confirmar su apoyo con la campaña UNPA “la cual muestra importantes perspectivas en el camino hacia un parlamento mundial”.

El modelo de conferencia en Halle fue seguido por una discusión de panel público. El coordinador de la campaña de la UNPA, Andreas Bummel, dijo estar impresionado con el profesionalismo y los resultados realistas de las negociaciones simuladas. “Examinaremos esto cuidadosamente”, declaró.

El evento fue organizado en las instalaciones de la Universidad de Martin Luther King, Halle Wittenberg. Sponsors incluyendo el partido de izquierda de Halle, la Asociación de Amigos y Partidarios, así como también el Consejo Estudiantil de la universidad, y finalmente la Asociación de las Naciones Unidas de Alemania como el socio principal. Fue organizado en colaboración con la Iniciativa Jóven en Asuntos Internacionales y Relaciones Internacionales, y con el grupo universitario de las Naciones Unidas de Halle.

Grupo de parlamentarios canadienses aclama por una gobernanza global más democrática

“Amigos de las Naciones Unidas” en el Parlamento Canadiense apoyan una Asamblea Parlamentaria de las Naciones Unidas.

Siguiendo las elecciones federales de Octubre de 2015, miembros de las Casa de los Comunes Canadiense y el Senado Canadiense se juntaron el 11 de Abril en Ottawa para re-establecer un grupo conjunto de todos los partidos que se ocupe de los asuntos de las Naciones Unidas. El propósito de los Amigos Parlamentarios Canadienses de las Naciones Unidas es el “apoyar el mandato actual las Naciones Unidas y la participación de Canadá en las Naciones Unidas”, explica el co-presidente del grupo Don Davies, un parlamentario de Vancouver.

“Importantes asuntos globales necesitan cooperación global y soluciones. En vista de muchos parlamentarios, necesitamos mejor entendimiento, apoyo, fortalecimiento y mejorar las Naciones Unidas, nuestra única verdadera institución global,” dijo el Sr. Davies.

El grupo decidió organizar una delegación de ocho a doce parlamentarios quienes visitarán las Naciones Unidas a finales de Mayo. Ellos se enfocarán en dos asuntos en particular. Primero es un vistazo en el proceso de selección del Secretario General de las Naciones Unidas. El próximo Secretario General será electo a finales de este año. En salida de la práctica pasada, la Asamblea General está organizando reuniones públicas donde los miembros de las Naciones Unidas pueden interrogar a los candidatos oficiales. Los miembros del grupo canadiense están interesados en los esfuerzos de hacer del proceso de selección más transparente y democrático.

Como parte de su interés general en la gobernanza democrática global, el grupo de los amigos también intenta explorar apoyo para la propuesta de establecer una Asamblea Parlamentaria de las Naciones Unidas (UNPA). “Es tiempo de considerar la creación de una Asamblea Parlamentaria Democrática en las Naciones Unidas para que las voces de las personas de cada nación sean reflejadas en el escenario mundial”, declara el Sr. Davies.

En 1993 y 2007, el Comité de la Cámara de los Comunes de Asuntos Exteriores respaldó la propuesta de la UNPA. Aproximadamente 130 actuales y ex parlamentarios canadienses y senadores están en el registro como partidarios de la campaña internacional. Como miembro del parlamento, el recientemente electro Primer Ministro, Justin Trudeau, firmó la apelación para la UNPA en Julio de 2010.

En una carta enviada este Enero dirigida al Ministro del Exterior Stéphane Dion, la campaña UNPA declara su esperanza de que “el nuevo gobierno canadiense considere tomar un rol activo en promover una UNPA”. Hasta la fecha, una respuesta del gobierno todavía está pendiente.

Talks with parliamentarians in Malaysia

Several Parliamentarians in Malaysia have already signed the appeal for a United Nations Parliamentary Assembly. This was a good basis for the UNPA campaign's representative Rasmus Tenbergen to initiate talks with supporters from the government party and the opposition during his visit to Kuala Lumpur last December.

Member of Parliament Irmohizam Ibrahim, chairman of the Fisheries Development Authority of Malaysia, and a member of the ruling party UMNO's Supreme Council and strategic director to the president of UNMO invited Rasmus Tenbergen to the Putra World Trade Center in Kuala Lumpur and spoke about the importance of participatory democracy in South East Asia and on a global scale. He saw a logical connection between these beliefs and his support for the UNPA Campaign. Furthermore, he made sure that an official letter from the campaign's global coordinator Andreas Bummel to the foreign minister of Malaysia was well received.

In the Headquarter of the Democratic Action Party, one of the most important opposition parties in Malaysia with a social-democratic philosophy, Member of Parliament Liew Chin Tong expressed his support for the UNPA campaign, referring to the third and fourth wave of democratization. He also developed plans to strengthen the UNPA idea within the networks of the Socialist International in South East Asia and globally.

The talks in Malaysia can be seen as a small, but important, step to broaden the support for the UNPA campaign in different countries and regions. Countries like Malaysia could be avant-garde nations and be crucial for the success of the campaign.

South-South cooperation should embrace goal of “One World” and a UN Parliament

The proposal for a UN Parliamentary Assembly was presented at an international conference on South-South cooperation, SSC, that was held in New Delhi last week. In a session on "One World Global Citizenship," the representative of the Campaign for a UN Parliamentary Assembly in India, James Arputharaj, suggested that South-South politics should pursue the goal of democratizing global institutions.

"People should be at the center of any debate on South-South cooperation. Issues like eradicating extreme poverty or mitigating climate change are global in nature. The Global South should promote a UN Parliamentary Assembly so that the world's citizens, including those from the South, are adequately represented in global decision-making," Mr. Arputharaj stated. "If there was a global parliamentary assembly directly elected by the people, this would boost the sense for global citizenship. This is urgently needed," he added.

In his presentation, Mr. Arputharaj recalled that the founding fathers of independent India, in particular Jawaharlal Nehru and Mahatma Gandhi, were strong supporters of a "One World" policy and endorsed the goal of a world federation. "In India, over 60 current and former members of parliament now support the campaign for a UN Parliamentary Assembly, as do over 1,300 more from around the world. This is a good starting point to revive this tradition," he noted.

The conference in New Delhi was organized by Research and Information System for Developing Countries (RIS), a New Delhi based think-tank under the Ministry of External Affairs of India. In a press release issued ahead of the event, the organizers stated that "India's vision of one world has existed for centuries, it has only attracted greater attention in contemporary times when the world is faced with graver problems such as climate change, environmental pollution, growth in inequality, etc which require global solutions. However, given the global real politic, it may seem incongruent to assume unilateral pursuance of the idea. In this context SSC stands for human centric development and not economic development alone."

The conference was attended by more than 100 eminent speakers from abroad in addition to a large number of Indian scholars, researchers, subject experts, high ranking government officials, and representatives of civil society organizations.

German parliament urges the government to examine a UN Parliamentary Assembly

In a joint motion of the governing coalition parties the German parliament urged the government under Chancellor Angela Merkel to support efforts to reform the United Nations that aim at making the world organization more efficient and more transparent. The democratic legitimacy of the UN needs to be guaranteed through modernization, the motion says. "This includes to examine the establishment of a United Nations Parliamentary Assembly," the parliament stated.

The motion was adopted after a governmental statement by foreign minister Frank-Walter Steinmeier on "70 years United Nations" on 14 October of the previous year. During the plenary debate the chairman of the conservative CDU/CSU parliamentary group in the parliament's subcommittee on United Nations, globalization, and international organizations, Jürgen Klimke (CDU), said that it was necessary to think about a parliamentary assembly at the UN.

"On the basis of our parliamentary decision I expect from the federal government to examine this issue in a serious way. A parliamentary assembly at the United Nations would support parliamentary oversight and the democratic quality of the United Nations and enhance its transparency as well. The parliamentary assembly of the OSCE could be an example to draw upon," Mr. Klimke said in a statement to the international campaign for a UNPA.

The chairman of the Social Democratic group in the parliament's subcommittee on UN issues, Josip Juratovic, said that in dealing with crises, the system of the UN Security Council was failing 70 years after the establishment of the United Nations. "That's why I explictly endorse the establishment of a parliamentary assembly at the United Nations. When governments fail to come to agreement, citizen-elected representatives may succeed," the member of parliament stated.

The vice-chair of the subcommission, Egon Jüttner (CDU), welcomed the parliament's decision "extraordinarily." "The democratic legitimacy of the UN and its decision-making needs to be improved and needs to become much more transparent. As the Parliamentary Assembly of the OSCE, where I am a substitute member, shows, such a body is an important institution that can call for and establish transparency and internal democracy. In addition, I hope that the creation of a parliamentary assembly will strengthen the perception of the UN as a global player in international politics within the German population," he said.

Three years ago the German government was already urged by the German United Nations Association to present proposals for the establishment of a UNPA. "It is good that the German parliament has taken up the idea of a UN Parliamentary Assembly in its decision on the United Nations. Together with other European countries Germany should introduce the experiences with the Parliamentary Assembly of the Council of Europe into the UN system," the chairman of the assocation, Detlef Dzembritzki, declared.

On the occasion of a resolution of the European Parliament, around 40 German civil society organizations wrote to the federal government and asked it to endorse a UNPA in the UN General Assembly.

Speaking at an event in Rome, the European Union's High Representative for Foreign Affairs and Vice-President of the European Commission, Federica Mogherini, expressed her continued support for the proposal of a United Nations Parliamentary Assembly, UNPA.

"I have not changed my mind since I was a member of the Italian Parliament: a UN Parliamentary Assembly could be a very useful tool," Mrs. Mogherini said in Rome. She continued: "I don’t know how realistic it is to conceive its creation in the short run. But I think that a UNPA would help the UN to be more effective and help the system of global governance to create connections with an active and responsible citizenship. Indeed, a UN Parliamentary Assembly could strengthen the link between a system of global governance, which is remote by definition, and a citizenship that includes a global dimension."

As a member of the Italian Parliament Mrs. Mogherini endorsed the international appeal for a UNPA and authored a parliamentary motion on the subject. In a message on the occasion of the first Global Week of Action for a World Parliament in October 2014, Mrs. Mogherini stated that "the answer that is provided by the cooperation of nation-states is often no longer enough" to respond to "the globalization of economy and finance, the mounting imbalance in the distribution of wealth, or asymmetric threats to international security." She stressed that "There's an increased urgency that political institutions and instruments of participation and democracy also go through a process of globalization. That's why I support the establishment of a UN Parliamentary Assembly."

At the event in Rome, Mrs. Mogherini explained that "I’m a passionate advocate of parliamentary assemblies. I think that parliamentary diplomacy is one of the most powerful tools in the world. I believed it when I was a member of the Italian parliament, and I was even more convinced when I took on my successive responsibilities because I saw the need for a direct connection between citizen representation and the increasing need of international consensus. I experienced this at NATO’s Parliamentary Assembly and the Parliamentary Assembly of the Council of Europea, and I see it every day at the European Parliament. Unfortunately, the international and global dimension of parliamentary assemblies are a huge tool whose enormous potential is often denied."

In a globalized world – where development is dominated by international corporations, operating under the wings of the most powerful states – the role of democracy needs to be strengthened. The UN power structure reflects these realities, with veto power resting in the hands of the few and mighty in the Security Council. Democratizing the UN is more than timely and a UN Parliamentary Assembly could be an essential element in this.

Gobal warming can only be handled by a global authority. This will happen once the consequences become conspicuous. But will it be done in a democratic manner? I hope so, and I see the establishment of a United Nations Parliamentary Assemby as a first step to assure this.
