Colloquium in Athens calls for "globalisation of democracy"

The 5th colloquium of the "Association of former members of parliament of the member states of the Council of Europe or the European Union" which convened on 18 October 2008 in Athens has deliberated on "representative and participatory democracy" and the challenges for democracy in times of globalization. The final declaration adopted by 75 former parliamentarians from 18 European countries stated, among other things, that "a UN Parliamentary Assembly should be set in place." The Association's Honorary President, Prof. Uwe Holtz from Germany, commented: "The colloquium rightfully urged the establishment of a United Nations Parliamentary Assembly because democracy needs to be globalized and parliaments need to have a greater say in global affairs, especially at the United Nations." With regard to the review of the global financial system in the wake of the financial crisis, the meeting claimed that "parliaments must have the right to supervise the revisions of world governance in the pipeline."

El Senado de Argentina declara su apoyo para la creación de una Asamblea Parlamentaria en las Naciones Unidas

El 5 de Noviembre, el Senado de la República Argentina se convirtió en el primer parlamento nacional en el mundo en adoptar una declaración solicitando incondicionalmente el establecimiento de una Asamblea Parlamentaria en las Naciones Unidas (UNPA, por sus siglas en inglés) "con el fin de fortalecer la efectividad, transparencia, representatividad, pluralidad y legitimidad de las resoluciones de las instituciones que integran el sistema de la ONU". En el fundamento provisto por la Senadora Sonia Escudero, se alega que "el establecimiento de tal institución sería un paso decisivo en la consolidación democrática del sistema de Naciones Unidas. Sin la necesidad de modificar ninguno de los 111 artículos de la Carta del Organismo, una Asamblea de esta envergadura puede crear un importante vínculo entre las Naciones Unidas, sus agencias, los gobiernos y Parlamentos Nacionales y la sociedad civil."

La asamblea sería un cuerpo asesor que examinaría las actividades de la ONU y de sus agencias y otorgaría a los representantes elegidos por primera vez la representación directa a nivel global. La Campaña para el Establecimiento de una Asamblea Parlamentaria en la ONU, una red global de parlamentarios y de organizaciones no gubernamentales lanzada en Abril de 2007, sin embargo, aspira a que una UNPA se desarrolle eventualmente en un "parlamento mundial" investido con derechos y funciones distintivas.

Senate of Argentina declares support for creation of UN Parliamentary Assembly

On November 5th, the Senate of the Republic of Argentina became the first national parliament in the world to adopt a declaration unconditionally calling for the establishment of a United Nations Parliamentary Assembly (UNPA) "in order to strengthen the effectiveness, transparency, representativeness, plurality and legitimacy of the resolutions of the institutions that compose the UN system." In a rationale provided by Senator Sonia Escudero, it is argued that "establishing such an institution would be a decisive step in the democratic consolidation of the UN system. Without the need to change any of the 111 articles of the UN Charter, an Assembly of this range can create an important link between the United Nations, its agencies, national governments and parliaments, and civil society."

The assembly would be an advisory body that would review the activities of the UN and its agencies and give elected representatives for the first time direct representation at the global level. The Campaign for the Establishment of a UN Parliamentary Assembly, a global network of parliamentarians and non-governmental organizations launched in April 2007, however, aspires that a UNPA would eventually develop into a "world parliament" vested with distinctive rights and functions.

"The support given by the Senate of the República Argentina to the creation of a United Nations Parliamentary Assembly constitutes a historic milestone within an incredibly successful campaign. We expect that further parliaments will join our efforts to democratize globalization by globalizing democracy," said Fernando Pedrosa, President of Democracia Global, a non-governmental organization in Argentina which coordinates the activities of the campaign in the country.

Intercambio en la Asamblea Parlamentaria de la ONU albergada en el Parlamento Europeo

Los representantes de organizaciones no gubernamentales y personas involucradas en la Campaña por una Asamblea Parlamentaria en las Naciones Unidas (UNPA), provenientes de alrededor de 15 países, se reunieron en el Parlamento Europeo de Bruselas el 4 y 5 de Noviembre para realizar un intercambio de opiniones sobre los progresos de la campaña en el último año, la perspectiva de las próximas actividades y también para tratar cuestiones políticas. La reunión incluyó una consulta de Mesa Redonda y una recepción vespertina con invitados en la que participaron varios integrantes del Parlamento Europeo. El anfitrión oficial de la conferencia, el diputado europeo Jo Leinen, declaró en sus palabras de bienvenida que "el objetivo es ponerle fin al déficit democrático actual a nivel de la ONU y controlar a los gobiernos en sus decisiones". Como ejemplo, el Sr. Leinen enfatizó la "inmensa importancia" del parlamento global al supervisar las reglamentaciones del clima. Al considerar la actual crisis financiera global y sus repercusiones en la economía global, Neena Gill MPE, señaló que "la programación de la reunión es realmente oportuna". "Necesitamos mayor gobierno pero también legitimidad real. Los ciudadanos se sienten desconectados", expresó la Sra. Gill.

En la recepción, copatrocinada por la Campaña para una Asamblea Parlamentaria de la ONU y la Unión de Federalistas Europeos, el Vice-Presidente del Parlamento Europeo, Edward McMillan-Scott MPE, acentuó el apoyo de larga data por la causa de una Asamblea Parlamentaria de la ONU y también se refirió al mensaje de bienvenida del Presidente del Parlamento Europeo Hans-Gert Pöttering, publicado el día anterior. Graham Watson MPE remarcó los logros de la campaña desde su lanzamiento en Abril de 2007, mencionando en particular que ahora ya es apoyada por casi 550 representantes electos de todo el mundo.

Una de las conclusiones a las que se llegó en esta reunión fue que una UNPA sería complementaria a la valiosa tarea de la Unión Inter Parlamentaria de mejorar el rol de los parlamentos nacionales en los asuntos internacionales.

Exchange on UN Parliamentary Assembly hosted in European Parliament

Representatives of non-governmental organizations and stakeholders of the Campaign for a United Nations Parliamentary Assembly (UNPA) from around 15 countries gathered in the European Parliament in Brussels on 4th and 5th November for an exchange on the campaign's progress within the past year, an outlook onto the coming activities and to discuss political questions. The meeting included a Round Table consultation and an evening reception with invited guests in which several members of the European Parliament participated. The official host of the conference, the European deputy Jo Leinen, said in his words of welcome that "the aim is to end the current democratic deficit on UN level and to control governments in their decisions". As an example, Mr Leinen stressed the "immense importance" of global parliamentary monitoring in the field of climate regulations. Considering the current global financial crisis and its repercussions on the global economy, Neena Gill MEP pointed out that "the timing of the meeting is really opportune." "We need greater global governance but also real legitimacy. The citizens feel disconnected," Mrs Gill stated.

At the reception, co-hosted by the Campaign for a UN Parliamentary Assembly and the Union of European Federalists, the Vice-President of the European Parliament, Edward McMillan-Scott MEP, underscored the parliament's longstanding support for the cause of a UN Parliamentary Assembly and also referred to the welcome message by the European Parliament's President Hans-Gert Pöttering, published the day before. Presidente del PE, Pöttering, afirma el apoyo para una Asamblea Parlamentaria en las Naciones Unidas

El Presidente del Parlamento Europeo, Hans-Gert Pöttering, ha afirmado el apoyo del parlamento para el establecimiento de una Asamblea Parlamentaria en las Naciones Unidas (UNPA). En un mensaje de bienvenida, publicado en una reunión internacional de la Campaña para el Establecimiento de una Asamblea Parlamentaria en las Naciones Unidas (CEUNPA) que se llevó a cabo en el Parlamento Europeo en Bruselas el 4 y el 5 de Noviembre, el Sr. Pöttering enfatizó que alrededor de 15 años atrás el Parlamento Europeo ya respaldaba la propuesta "como una de las primeras instituciones parlamentarias en el mundo". "Hoy, en tiempos de globalización, es mucho menos justificable que en el pasado el hecho de limitar la participación democrática de los ciudadanos del mundo a la del estado nación. Es por eso que nosotros, como Parlamento Europeo, apoyamos las maneras y los medios de otorgar a la gente una fuerte representación también a un nivel global", aclaró el Sr. Pöttering. EP President Pöttering affirms support for United Nations Parliamentary Assembly

The President of the European Parliament, Hans-Gert Pöttering, has affirmed the parliament's support for the establishment of a Parliamentary Assembly at the United Nations (UNPA). In a welcome message published on the occasion of an international meeting of the Campaign for the Establishment of a United Nations Parliamentary Assembly (CEUNPA) convening in the European Parliament in Brussels on 4 and 5 November, Mr Pöttering stressed that almost 15 years ago the European Parliament already supported the proposal "as one of the first parliamentary institutions in the world". "Today, in times of globalization, it is much less justifiable than in the past to limit the democratic participation of the citizens of this world to the nation state. This is why we, as European Parliament, support ways and means to give the people a strong representation also at the global level", Mr Pöttering stated. Most recently the European Parliament adopted a call for a UNPA in a resolution on UN reform in June 2005. Comité: Unión Inter-Parlamentaria y complementaria del Parlamento de la ONU

Un análisis de antecedentes, publicado recientemente por el Comité para una ONU Democrática (KDUN), examina la relación entre el establecimiento de una Asamblea Parlamentaria en la ONU (UNPA) y el trabajo de la organización coordinadora internacional de los parlamentos nacionales, la Unión Inter Parlamentaria (IPU). Se discute con frecuencia que las funciones de una UNPA ya están provistas por la IPU. Committee: Inter-Parliamentary Union and UN Parliament complementary

An analysis recently published by the Committee for a Democratic UN (KDUN) examines the relation between the establishment of a UN Parliamentary Assembly (UNPA) and the work of the international association of national parliaments, the Inter-Parliamentary Union (IPU). Frequently it is argued that the functions of a UNPA are already provided by the IPU. The paper instead concludes that the "UNPA provides a pragmatic response to the global governance democratic deficit which is not offered by the IPU." It notes "basic differences" between the IPU and the proposed UNPA: "The IPU is an association of national parliaments which assists them to improve their oversight at the national level in matters of international nature. The UNPA's purpose, by contrast, is to exercise parliamentary functions directly at the international level in its own right." According to the analysis, both institutions are complementary.

Quinientos legisladores solicitan un parlamento mundial

La Campaña Internacional para el Establecimiento de la Asamblea Parlamentaria de la ONU se encuentra ahora respaldada por más de 500 miembros del parlamento provenientes de más de 80 países. "La respuesta entusiasta de estos políticos demuestran que los legisladores electos a nivel nacional ven la necesidad de crear un cuerpo parlamentario a nivel global y que ahora quieren tomar acción", comentó Andreas Bummel, Presidente del Secretariado de la Campaña de la UNPA, en un anuncio a los medios de comunicación publicado para destacar este hecho memorable. Los parlamentarios han firmado la apelación de la Campaña que recomienda “una gradual implementación de la participación y representación democrática a nivel global "a través de la Asamblea Parlamentaria de la ONU". El anuncio presenta comentarios de cinco representantes electos provenientes de Argentina, España, Canadá, Nigeria y Bélgica.
