Former commander of UNAMIR supports appeal for UN Parliamentary Assembly

The Canadian Senator Roméo Dallaire supports the call for the establishment of a United Nations Parliamentary Assembly (UNPA). "So many of my current causes, projects and interventions in the Parliament of Canada have a single common denominator - the urgent need to transform the United Nations System, to make it more accountable and more responsive to the collective needs, and rights, of the world's citizens. A UN Parliamentary Assembly would be an important step in the right direction,” Dallaire noted. From 1993 to 1994 Dallaire served as force commander of UNAMIR, the United Nations peacekeeping mission for Rwanda. At the time of his command, the ill-equipped mission was faced with the massive genocide lasting for a total of 100 days and leading to the murder of between 800,000 and 1,171,000 Tutsi and Hutu moderates. Dallaire’s efforts to constrain and stop the atrocities have been widely recognized. Proponents of a UNPA argue that if the body had been in place at that time, it could have helped to alert the international community to the urgent need to intervene.

El Movimiento Ecológico Global solicita el establecimiento de una Asamblea Parlamentaria en la ONU (UNPA). Se incluye dicha declaración en el punto 65 de la declaración final adoptada por el Congreso de Ecologías Globales (Global Greens) realizado el 4 de mayo en Sao Paulo. Se considera que una UNPA es un paso para vencer el "déficit democrático internacional". Green World Congress joins call for UNPA

The global green movement joins the call for the establishment of a UN Parliamentary Assembly (UNPA). This statement is included in point 65 of the final declaration adopted by second Global Greens Congress on 4th May in Sao Paulo. A UNPA is regarded as one step to overcome the "international democratic deficit." "In the face of global challenges such as climate change it is pretty clear that we need much more effective international decision-making. This requires that the world's citizens are better included in international institutions," said Senator Isabelle Durant, Secretary-General of the Belgian party Ecolo, in Brasil. "The resolution adopted by the congress underlines that the green movement is convinced that a dialogue is needed on the notion of a bi-cameral system at the UN,” the leader of the Green Party of Canada, Elizabeth May, noted. The congress in Sao Paulo assembled representatives of green parties and movements from over 80 countries. The Global Greens are the third major international party network to endorse the proposal of a UNPA, following the Liberal International and the Socialist International.

70 visitantes quedaron impresionados por la performance de la banda Prinz Floyd en un concierto caritativo en apoyo del Committee for a Democratic UN (KDUN) y de Mehr Demokratie e.V. el sábado en Frechen cerca de Cologne. Udo Prinz, Engin Ilgazli (ambos guitarrista y vocales) y Gunnar Floss (bajo y armónica) están realizando una cobertura de la música de la banda Pink Floyd, utilizando sólo instrumentos acústicos. El concierto ayudó a que Mehr Demokratie e.V. reuniese firmas para un referendum para mejorar el sistema de votación en el estado federal de Alemania de Norte-Westfalia y parte de las ganancias obtenidas fueron destinadas para la Campaña para un Parlamento en la ONU liderado por KDUN. En esta ocasión, quedó claro, una vez más, que la cultura y la democracia se pertenecen mutuamente y que la música es el idioma universal.

Concert for democracy in Northrhine-Westphalia and worldwide

70 visitors were impressed by the performance of the band Prinz Floyd at a charity concert in support of the Committee for a Democratic UN (KDUN) and Mehr Demokratie e.V. on Saturday in Frechen near Cologne. Udo Prinz, Engin Ilgazli (both guitar and vocals) and Gunnar Floss (bass guitar and harmonica) are covering music from the band Pink Floyd, using acustic instruments only. The concert helped Mehr Demokratie e.V. to collect signatures for a referendum to improve the voting system in the German federal state Northrhine-Westphalia and part of the gains accrue to the Campaign for a UN Parliament lead by KDUN. On this occassion it became once again clear that culture and democracy belong together and that music is a world language.

El Establecimiento de una Asamblea Parlamentaria en las Naciones Unidas (UNPA) fue debatido el 17 de marzo de 2008 en una reunión complementaria organizada en ocasión de la 15º sesión de la Junta de la Asamblea Parlamentaria del Grupo de Africanos, Caribeños, Estados del Pacífico y la Unión Europea (ACP-EU) en Ljubljana, Eslovenia. El evento, al que concurrieron más de 40 representantes electos, fue conjuntamente convocado por Jo Leinen, Eurodiputado, en representación del Grupo Socialista en el Parlamento Europeo (EP) y el Secretariado de la Campaña por una Asamblea Parlamentaria en la ONU. En sus comentarios introductorios el Sr. Leinen dio una visión general de la campaña y enfatizó la ayuda del Parlamento europeo para la creación de una UNPA. El segundo orador, Dra. Breda Pavlič, funcionaria internacional durante mucho tiempo en la UNESCO, actualmente jubilada y residente de Eslovenia, explicó brevemente por qué se unió a dichos esfuerzos. Lawmakers from Africa, Caribbean, Pacific and Europe discuss UNPA

The establishment of a UN Parliamentary Assembly (UNPA) was discussed on 17 March 2008 at a fringe meeting organized on the occasion of the 15th session of the Joint Parliamentary Assembly of the Group of African, Caribbean and Pacific States and the European Union (ACP-EU) in Ljubljana, Slovenia. The event, attended by over 40 elected representatives, was jointly convened by Jo Leinen, MEP, on behalf of the Socialist Group in the European Parliament (EP) and the Secretariat of the Campaign for a UN Parliamentary Assembly. In his introductory remarks Mr. Leinen gave an overview of the campaign and stressed the EP's support for the creation of a UNPA. The second speaker, Dr. Breda Pavlič, long-time international civil servant in UNESCO, now retired and based in Slovenia, explained briefly why she joined the efforts. "It is a fact that the vast majority of the world’s inhabitants are almost entirely alienated from the decision-making process at the UN", Dr. Pavlič stated. She added that the peoples' "more direct participation" needs to be ensured. Most of the ensuing debate focused on how to achieve a UNPA. The need for a pragmatic approach was stressed in most contributions. One of the steps mentioned was that parliamentarians could be included into some of the UN General Assembly's Committees.

At its meeting on 19-20 November 2007 in the "Palais des Nations" in Geneva, the Campaign for the Establishment of a United Nations Parliamentary Assembly (UNPA) has drawn several conclusions regarding its policy as it is laid down in the "Appeal for the Establishment for a Parliamentary Assembly at the United Nations". The Campaign, for example, notes that it advocates the possibility of direct elections to a UNPA even in the first step of its establishment. Conferencia de la campaña reitera la solicitud de una UNPA como un paso hacia un Parlamento Mundial

Los parlamentarios, los representantes de organizaciones no gubernamentales y otros activistas de la Campaña por una Asamblea Parlamentaria en la ONU (UNPA) y provenientes de 18 países, se reunieron en el "Palais des Nations" de la ONU en Ginebra la semana pasada, para intercambiar sobre el concepto de la UNPA y la estrategia de la Campaña. La reunión reiteró los principios asentados en la “Apelación por el Establecimiento de una Asamblea Parlamentaria en la ONU”, tal como la aproximación gradual que permite los primeros pasos por debajo del umbral de la reforma de la Carta Orgánica de la ONU. También se enfatizó sin embargo, que al mismo tiempo se debería comunicar el objetivo eventual de un parlamento mundial. Mientras que fueron debatidas algunas cuestiones de manera intensa, la reunión también concluyó, entre otras cosas, que se debería abrir una UNPA para la participación de asambleas parlamentarias regionales y que deberían ofrecerse maneras innovadoras para lograr una fuerte participación de las NGO.
