Campaign conference reiterates call for UNPA as step to World Parliament

Parliamentarians, representatives of non-governmental organizations and other activists of the Campaign for a UN Parliamentary Assembly (UNPA) from 18 countries gathered in the UN‘s "Palais des Nations" in Geneva last week for an exchange on the UNPA concept and the Campaign strategy. The meeting reiterated the principles laid down in the „Appeal for the establishment of a Parliamentary Assembly at the UN“, such as the gradual approach which allows first steps beneath the threshold of UN Charter reform. It was also stressed, however, that at the same time the eventual goal of a world parliament should be communicated. While some questions were vividly debated, the meeting also concluded, among other things, that a UNPA should be open for participation of regional parliamentary assemblies and should offer innovative ways for strong NGO participation. It was agreed that the goal to establish a UNPA-Coalition should be pursued with a series of preparatory conferences rather with one single event. Host of the conference was the Society for Threatened Peoples-International.

La Creación de una Asamblea Parlamentaria en las Naciones Unidas (UNPA) fue el tema de un agitado foro llevado a cabo en la Iglesia Unitaria de Vancouver el jueves 15 de noviembre de 2007 con una congregación de 50 personas. De acuerdo a Terry Farrell, ex Decano de Humanidades y Ciencias Sociales en Douglas College, la ONU sufre una crisis de legitimidad y se encuentra en peligro de ser irrelevante. Patricia Marchak, ex Decana de Artes de la UBC, agregó que una Asamblea Parlamentaria en la ONU no solo ayudaría a vencer la confrontación de intereses nacionales sino que introduciría una autoridad protectora de los ciudadanos en el más alto nivel para ayudar a que la organización proteja al planeta y a su gente. Michael Byers, Presidente de Investigaciones de Canadá en Política Global y Derecho Internacional de la UBC, sugirió que la propuesta brinda una excelente oportunidad para el Gobierno Canadiense, apuntando a apoyar a las Naciones Unidas, a promover la democracia en el extranjero y a tomar un rol de liderazgo vital. Este foro forma parte de la Campaña internacional de la UNPA lanzada en abril de 2007. Fue organizado por World Federalist Movement-Canadá, Sucursal de Vancouver.

"Opportunity for Canadian Government to show leadership"

Creation of a Parliamentary Assembly at the United Nations (UNPA) was the topic of a lively forum held at the Vancouver Unitarian Church on Thurs. Nov. 15th with 50 people in attendance. According to Terry Farrell, former Dean of Humanities and Social Sciences at Douglas College, the United Nations suffers a crisis of legitimacy and is in danger of becoming irrelevant. Patricia Marchak, former Dean of Arts at UBC, added that a Parliamentary Assembly at the UN would not only help overcome the clash of national interests but would introduce a citizen watchdog at the highest level to help the organization protect the planet and its people. Michael Byers, Canada Research Chair in Global Politics and International Law at UBC, suggested that the proposal provides an excellent opportunity for the Canadian Government, aiming to support the United Nations and promote democracy abroad, to take a vital leadership role. This forum is part of the international UNPA-Campaign launched in April '07. It was organized by the World Federalist Movement-Canada, Vancouver Branch.

Propuesta de la UNPA presentada en un Foro en Guadalajara, México

La propuesta de crear una Asamblea Parlamentaria en las Naciones Unidas (UNPA) fue presentada en el “Tercer Foro Internacional sobre las Alternativas de Gobierno Mundial”, en Guadalajara, México, el día 9 de Noviembre. En un discurso presentado en el foro, el presidente del secretariado de la Campaña de la UNPA, Andreas Bummel, enfatizó la importancia histórica de fortalecer el carácter democrático del gobierno mundial. “El mejor medio posible para lograrlo es mediante la creación de una Asamblea Parlamentaria en la ONU”, expresó. El foro fue organizado por la Universidad de Guadalajara y Planetafilia A.C. El presidente de Planetafilia, Francisco Plancarte, apoyó la concertación de una conferencia de revisión de los estatutos de la ONU de acuerdo con el Artículo 109. “Ejercer presión para conseguir una revisión de estatutos puede ser una de las opciones a tratar por la Asamblea Parlamentaria en las Naciones Unidas (UNPA)”, Bummel acotó. Hasta el momento, la propuesta de la UNPA se está sancionando por ocho diputados de la Cámara de Diputados de México. Mientras que el socio local de la Campaña de la UNPA, Planetafilia A.C, está coordinando los esfuerzos para establecer un mayor apoyo en el país.

UNPA proposal presented at Forum in Guadalajara, Mexico

The proposal to create a UN Parliamentary Assembly (UNPA) was presented at the third forum on alternatives of global governance, the “Tercer Foro Internacional sobre las Alternativas de Gobierno Mundial”, in Guadalajara, Mexico, on 9 November. In a speech delivered at the forum, the head of the Secretariat of the UNPA-Campaign, Andreas Bummel, stressed the historic importance of strengthening the democratic character of global governance. “The best possible means to achieve this is a UN Parliamentary Assembly”, he said. The forum was organized by the Universidad de Guadalajara and Planetafilia A.C. The chairman of Planetafilia, Francisco Plancarte, advocated to call a UN Charter review conference according to Article 109. “Pushing for a charter review conference could also be one of the options to be discussed by a UNPA”, Bummel noted. So far, the UNPA proposal is being endorsed in Mexico by eight deputies of the Cámara de Diputados. As local partner of the UNPA-Campaign, Planetafilia A.C. is coordinating the efforts to establish further support in the country.

El Parlamento Pan-Africano solicita una Asamblea Parlamentaria en la ONU

La octava sesión del Parlamento Pan-Africano (PAP, por sus siglas en inglés) reunidos en Midrand, Sud África, adoptó la resolución de solicitar, este miércoles, el establecimiento de una Asamblea Parlamentaria en las Naciones Unidas. De acuerdo a la resolución el PAP considera “tomar la iniciativa de lograr el establecimiento de una Asamblea Parlamentaria en las Naciones Unidas de índole consultiva y dentro del sistema de la ONU”. “La ONU constituye un importante defensor de la democracia en el mundo. Para mantener su credibilidad, la ONU misma, sin embargo, tiene que convertirse en un ente más democrático. Una UNPA (Asamblea Parlamentaria en las Naciones Unidas) sería el medio ideal para alcanzarlo”, dijo Mokshanand Dowarkasing, legislador de Mauricio, quien introdujo la moción. La resolución fue ovacionada en el extranjero. “Este es un importante desarrollo en nuestros esfuerzos internacionales”, exclamó el presidente del Secretariado de la Campaña de la UNPA, Andreas Bummel. “La resolución prepara el terreno para una iniciativa conjunta de los Parlamentos Pan-Africano y Europeo”, acotó Jo Leinen, legislador del Parlamento Europeo.

Pan-African Parliament calls for UN Parliamentary Assembly

The eighth session of the Pan-African Parliament (PAP) convened in Midrand, South Africa, adopted a resolution calling for the establishment of a Parliamentary Assembly at the United Nations this Wednesday. According to the resolution the PAP considers to “take the initiative to achieve the establishment of a consultative United Nations Parliamentary Assembly within the UN system”. “The UN is an important advocate for democracy in the world. To maintain its credibility the UN itself, however, has to become more democratic. A UNPA would be a means to achieve this”, Mokshanand Dowarkasing, legislator from Mauritius who introduced the motion, said. The resolution was hailed abroad. “This is a major development in our international efforts”, the head of the Secretariat of the UNPA-Campaign, Andreas Bummel, said. “The resolution paves the way for a joint initiative of the Pan-African and the European Parliament”, Jo Leinen, a legislator in the European Parliament, noted.

"Global Action to Prevent War” se une a la Campaña por una UNPA

En Octubre de 2007 el Comité Directivo Internacional de “Global Action to Prevent War” (Acción Global para Prevenir la Guerra, GAPW) ha votado respaldar la propuesta de una Asamblea Parlamentaria en la ONU (UNPA) y sumarse a la Campaña internacional. GAPW es una coalición global que consta de más de 20 organizaciones no gubernamentales e institutos de investigación que han unido sus esfuerzos para desarrollar un programa para la solicitud ininterrumpida, integrada y mundial de los recursos y conocimientos gubernamentales para detener las guerras, el genocidio y los conflictos armados internos. “Ya que la ONU desempeña un rol importante en la prevención bélica, será fundamental tomar medidas para asegurar la imparcialidad en la toma de decisiones en esta organización en cuestiones de guerra y paz. Un paso decisivo para hacer que la ONU sea más democrática y receptiva, es la creación de una Asamblea Parlamentaria. Es por ello que apoyamos la Campaña por una UNPA”, comenta el Coordinador de la GAPW, Waverly de Bruijn.

"Global Action to Prevent War" joins Campaign for UN Parliamentary Assembly

In October 2007 the International Steering Committee of “Global Action to Prevent War” (GAPW) has voted to endorse the proposal for a UN Parliamentary Assembly (UNPA) and to join the international Campaign. GAPW is a global coalition of more than 20 non-governmental organizations and research institutes which have united their efforts to develop a program for the sustained, integrated, worldwide application of government resources and knowledge to stop war, genocide and internal armed conflict. “As the UN is playing an important role in war prevention, it will be essential to take steps to assure the impartiality of decision-making in this organization on matters of war and peace. One important step to make the UN more democratic and responsive is the creation of a Parliamentary Assembly. This is why we support the Campaign for a UNPA”, says GAPW Coordinator Waverly de Bruijn.

Encuesta internacional pregunta sobre el “parlamento global”

Como parte de una encuesta internacional de opiniones acerca de la democracia se les preguntó a los encuestados qué probabilidad existía de que ellos “apoyaran a un parlamento global, donde los votos estén basados de acuerdo a los tamaños de las poblaciones de los países y que el parlamento global sea capaz de realizar políticas vinculantes”. La encuesta reveló que la idea resulta favorable para la mayoría de los encuestados en ocho de los quince países cubiertos. En tres países - India, Dubai y Sud África – la mayoría reportó apoyar la noción “muy probablemente”, sin duda alguna. En los otros cinco países a favor, la mayoría de aquellos que aprobaron la idea lo hicieron “bastante probable”, con reservas. Los principales países en aprobar fueron India, Dubai y Alemania. En general, un porcentaje del 37,5 por ciento estuvo bastante a favor mientras que el 34 por ciento bastante en contra. La pregunta estuvo incluida en la encuesta “Por qué la democracia”, conducida por Synovate en representación de la BBC. Los resultados fueron publicados en agosto de 2007.
