Le Parlement latino-américain soutient la création d’une Assemblée parlementaire auprès des Nations Unies

Le Parlement latino-américain (ou Parlatino) soutient la création d’une Assemblée parlementaire auprès des Nations Unies (APNU). La 24e session ordinaire, réunie les 5 et 6 décembre 2008 au Panama a adopté une résolution allant dans ce sens. Cette résolution fait remarquer qu’une APNU contribuera "à renforcer l’efficacité, la transparence, la représentativité, la pluralité et la légitimité des résolutions prises par les institutions constituant le système onusien". La résolution adoptée par l’assemblée plénière de l’organe parlementaire continental fait suite à la déclaration effectuée en juin par sa Commission des affaires politiques, qui a fortement approuvé une Assemblée parlementaire auprès des Nations Unies. Dans cette déclaration, la Commission a invité " toutes les organisations parlementaires à participer activement au processus de création". De plus, le 14 novembre 2008, le Sénat d’Argentine est devenu la première chambre parlementaire à exprimer son soutien inconditionnel à l’APNU.

Fernando Iglesias, député argentin et membre du Parlatino, a insisté sur l’importance de cette résolution: "Le soutien apporté par le Parlement latino-américain à la campagne pour la création d’une Assemblée parlementaire auprès des Nations Unies représente une étape sans précédent. En effet, le continent qui, il y a quelques décennies, présentait un scénario de génocide politique et pour beaucoup, l’une des pires dictatures militaires, exprime aujourd’hui, par le biais de la résolution adoptée par sa plus vieille et plus importante institution parlementaire supranationale, sa profonde conviction des vertus de la présence de la démocratie à tous les niveaux de la prise de décision politique".

Andreas Bummel, le secrétaire général de la Campagne pour la création d’une APNU, a ajouté : "Après le Parlement européen, l’Assemblée parlementaire du Conseil de l’Europe et le Parlement panafricain, le Parlatino est le quatrième organe parlementaire continental à soutenir la création d’une Assemblée parlementaire auprès des Nations Unies. Compte tenu du besoin urgent d’une supervision plus démocratique et plus efficace des institutions internationales, apparu lors de la crise financière mondiale, il est grand temps que l’ONU et ses états membres envisagent sérieusement la création d’un organe parlementaire mondial composé de représentants élus".

Le Parlement latino-américain a été créé en 1964 et se base sur un traité international conclu en 1987 et signé à ce jour par 22 pays membres de la région.

Latin-American Parliament backs proposal for a United Nations Parliamentary Assembly

The Latin-American Parliament (Parlatino) backs the call for the establishment of a Parliamentary Assembly at the United Nations (UNPA). The XXIV. ordinary session gathered on 5-6 December 2008 in Panamá passed an according resolution. It notes that a UNPA shall help to strengthen "the effectiveness, transparency, representativeness, plurality and legitimacy of the international system." The resolution passed by the plenary of the continental body follows on a declaration of its Commission on Political Affairs in June which strongly endorsed a UN Parliamentary Assembly. In that declaration, the Commission invited "all parliamentary organizations to participate actively in the process of its creation." Furthermore, on 14 November 2008 the Senate of Argentine was the first national parliamentary chamber to voice its unconditional support.

The Argentine deputy and member of Parlatino, Fernando Iglesias, stressed the importance of the recent resolution: "The support given by the Latin-American Parliament to the Campaign for a Parliamentary Assembly at the United Nations constitutes an unprecedented milestone. Indeed, the continent that few decades ago was the scenario for political genocide and for many of the most terrible military dictatorships, expresses now, through this resolution of its oldest and biggest supranational parliamentary institution, its deep conviction on the virtues of democracy at any level of political decision-making."

The head of the Secretariat of the Campaign for a UNPA, Andreas Bummel, added: "Following the European Parliament, the Parliamentary Assembly of the Council of Europe and the Pan-African Parliament, Parlatino is the fourth continental parliamentary body in the world supporting the creation of a United Nations Parliamentary Assembly. Considering the urgent need of more democratic and effective oversight of international institutions which has become apparent through the global financial crisis, it is high time that the creation of a world body composed of elected representatives is seriously considered by the United Nations and its member states."

Un colloque en Athènes appelle à la "mondialisation de la démocratie"

Le 5e colloque de l'Association européenne des anciens parlementaires des pays membres du Conseil de l'Europe ou de l'Union européenne, qui a lieu le 18 octobre 2008 à Athènes, avait pour thème "la démocratie représentative et participative" et les défis démocratiques dans le contexte de la mondialisation. La déclaration finale adoptée par les 75 anciens parlementaires de 18 pays d’Europe mentionne, entre autres, qu’ "une Assemblée parlementaire auprès des Nations Unies devrait être mise en place". Le président honoraire de l’Association, le Professeur Uwe Holtz d’Allemagne, a déclaré: "Le colloque préconise pour de bonnes raisons la création d’une Assemblée parlementaire auprès des Nations Unies, notamment parce que la démocratie doit être mondialisée et que les parlements doivent avoir un plus grand rôle à jouer dans les affaire mondiales, en particulier aux Nations Unies". En ce qui concerne l’examen du système financier mondial à la suite de la crise financière, le colloque a déclaré que "les parlements doivent avoir le droit de superviser les révisions en cours de la gouvernance mondiale".

Colloquium in Athens calls for "globalisation of democracy"

The 5th colloquium of the "Association of former members of parliament of the member states of the Council of Europe or the European Union" which convened on 18 October 2008 in Athens has deliberated on "representative and participatory democracy" and the challenges for democracy in times of globalization. The final declaration adopted by 75 former parliamentarians from 18 European countries stated, among other things, that "a UN Parliamentary Assembly should be set in place." The Association's Honorary President, Prof. Uwe Holtz from Germany, commented: "The colloquium rightfully urged the establishment of a United Nations Parliamentary Assembly because democracy needs to be globalized and parliaments need to have a greater say in global affairs, especially at the United Nations." With regard to the review of the global financial system in the wake of the financial crisis, the meeting claimed that "parliaments must have the right to supervise the revisions of world governance in the pipeline."

Le 5 novembre, le Sénat de la République argentine est devenu le premier parlement au monde à adopter la déclaration appelant de manière inconditionnelle à la création d’une Assemblée parlementaire auprès des Nations Unies (APNU), "afin de renforcer l’efficacité, la transparence, la représentativité, la pluralité et la légitimité des résolutions prises par les institutions constituant le système onusien". Dans l’argumentaire développé par la sénateure Sonia Escudero, il est avancé que "la création d’une telle institution constituerait une étape décisive dans la consolidation de la démocratie du système onusien. Sans qu’il soit nécessaire de modifier aucun des 111 articles de la Charte de l’ONU, une Assemblée de cette envergure peut créer un lien important entre les Nations Unies, ses organismes, les gouvernements et parlements nationaux et la société civile".

Cette assemblée constituerait un organisme consultatif qui examinerait les activités de l’ONU et de ses organismes, et donnerait pour la première fois aux représentants élus une représentation directe au niveau mondial. La Campagne pour la création d’une Assemblée parlementaire auprès des Nations Unies, un réseau mondial de parlementaires et d’organisations non gouvernementales, qui a débuté en avril 2007, aspire cependant à ce que l’APNU devienne à terme un "parlement mondial" disposant de droits et de fonctions distincts.

"Le soutien apporté par le Sénat de la République argentine à la création d’une Assemblée parlementaire auprès des Nations Unies constitue une étape importante au sein d’une Campagne incroyablement réussie. Nous nous attendons à ce que d’autres parlements se joignent aux efforts que nous faisons pour démocratiser la mondialisation en mondialisant la démocratie", a déclaré Fernando Pedrosa, le président de Democracia Global (Démocratie mondiale), l’organisation non gouvernementale coordonne les activités de la Campagne en Argentine.

Senate of Argentina declares support for creation of UN Parliamentary Assembly

On November 5th, the Senate of the Republic of Argentina became the first national parliament in the world to adopt a declaration unconditionally calling for the establishment of a United Nations Parliamentary Assembly (UNPA) "in order to strengthen the effectiveness, transparency, representativeness, plurality and legitimacy of the resolutions of the institutions that compose the UN system." In a rationale provided by Senator Sonia Escudero, it is argued that "establishing such an institution would be a decisive step in the democratic consolidation of the UN system. Without the need to change any of the 111 articles of the UN Charter, an Assembly of this range can create an important link between the United Nations, its agencies, national governments and parliaments, and civil society."

The assembly would be an advisory body that would review the activities of the UN and its agencies and give elected representatives for the first time direct representation at the global level. The Campaign for the Establishment of a UN Parliamentary Assembly, a global network of parliamentarians and non-governmental organizations launched in April 2007, however, aspires that a UNPA would eventually develop into a "world parliament" vested with distinctive rights and functions.

"The support given by the Senate of the República Argentina to the creation of a United Nations Parliamentary Assembly constitutes a historic milestone within an incredibly successful campaign. We expect that further parliaments will join our efforts to democratize globalization by globalizing democracy," said Fernando Pedrosa, President of Democracia Global, a non-governmental organization in Argentina which coordinates the activities of the campaign in the country.

Le Parlement européen organise une conférence sur l’Assemblée parlementaire auprès de l'ONU

Les 4 et 5 novembre, des représentants d'organisations non gouvernementales et des acteurs de la Campagne pour la création d'une Assemblée parlementaire auprès des Nations Unies (APNU), provenant d'environ 15 pays, se sont réunis au Parlement européen à Bruxelles pour échanger leur point de vue sur les progrès de la campagne au cours de l'année passée et les activités à venir, et discuter des questions politiques. Une consultation sous forme de table ronde s'est tenue dans le cadre de ce rassemblement, ainsi qu'une soirée de réception à laquelle plusieurs membres du Parlement européen ont participé. Dans son discours de bienvenue, le député européen Jo Leinen, l'organisateur officiel de la conférence, a déclaré que "l'objectif est de mettre fin au déficit démocratique onusien actuel et de contrôler les décisions des gouvernements". Pour illustrer cela, M. Leinen a insisté sur "l'immense importance" de la surveillance parlementaire au niveau mondial en matière de réglementation climatique. Le député européen Neena Gill a fait remarqué que "le moment choisi pour ce rassemblement était vraiment opportun", étant données la crise financière mondiale actuelle et ses répercussions sur l’économie mondiale. "Nous avons besoin d’une gouvernance mondiale mais aussi d’une légitimité réelle. Les citoyens se sentent déconnectés", a déclaré Mme Gill.

Lors de la réception, coorganisée par la Campagne pour la création d'une Assemblée parlementaire auprès de l'ONU et l'Union des fédéralistes européens, le député européen Edward McMillan-Scott, Vice-président du Parlement européen, a souligné le soutien de longue date apporté par le Parlement à la cause de la création d'une Assemblée parlementaire auprès de l'ONU et a également fait référence au discours de bienvenue prononcé par Hans-Gert Pöttering, le Président du Parlement européen, publié la veille. Le député européen Graham Watson a attiré l’attention sur les réussites de la Campagne depuis son lancement en avril 2007, mentionnant en particulier qu'elle bénéficie déjà du soutien de presque 550 représentants élus du monde entier.

Ce rassemblement a entre autres conclu que le rôle de l'APNU serait complémentaire à la précieuse tâche de l'Union interparlementaire qui consiste à accroître le rôle des parlements nationaux dans les affaires internationales.

Exchange on UN Parliamentary Assembly hosted in European Parliament

Representatives of non-governmental organizations and stakeholders of the Campaign for a United Nations Parliamentary Assembly (UNPA) from around 15 countries gathered in the European Parliament in Brussels on 4th and 5th November for an exchange on the campaign's progress within the past year, an outlook onto the coming activities and to discuss political questions. The meeting included a Round Table consultation and an evening reception with invited guests in which several members of the European Parliament participated. The official host of the conference, the European deputy Jo Leinen, said in his words of welcome that "the aim is to end the current democratic deficit on UN level and to control governments in their decisions". As an example, Mr Leinen stressed the "immense importance" of global parliamentary monitoring in the field of climate regulations. Considering the current global financial crisis and its repercussions on the global economy, Neena Gill MEP pointed out that "the timing of the meeting is really opportune." "We need greater global governance but also real legitimacy. The citizens feel disconnected," Mrs Gill stated.

At the reception, co-hosted by the Campaign for a UN Parliamentary Assembly and the Union of European Federalists, the Vice-President of the European Parliament, Edward McMillan-Scott MEP, underscored the parliament's longstanding support for the cause of a UN Parliamentary Assembly and also referred to the welcome message by the European Parliament's President Hans-Gert Pöttering, published the day before. Graham Watson MEP highlighted the campaign's achievements since its launch in April 2007, mentioning in particular that it is now already supported by almost 550 elected representatives from around the world.

Le Président du Parlement européen, Hans-Gert Pöttering, a confirmé le soutien apporté par le Parlement à la création d'une Assemblée parlementaire auprès des Nations Unies (APNU). Dans le message de bienvenue publié à l'occasion du rassemblement international de la Campagne pour la création d'une Assemblée parlementaire auprès des Nations Unies (CEUNPA) organisé au Parlement européen à Bruxelles les 4 et 5 novembre, M. Pöttering a insisté sur le fait qu'il y a presque quinze ans, le Parlement européen, "en tant qu'une des premières institutions parlementaires au monde", soutenait déjà ce projet. "Aujourd'hui, à l'heure de la mondialisation, la restriction de la participation démocratique des citoyens du monde à l'état nation est beaucoup moins justifiable que par le passé. C'est pourquoi nous, en tant que Parlement européen, apportons notre soutien à tous les moyens qui permettront à la population d'accéder à une forte représentation au niveau mondial", a déclaré M. EP President Pöttering affirms support for United Nations Parliamentary Assembly

The President of the European Parliament, Hans-Gert Pöttering, has affirmed the parliament's support for the establishment of a Parliamentary Assembly at the United Nations (UNPA). In a welcome message published on the occasion of an international meeting of the Campaign for the Establishment of a United Nations Parliamentary Assembly (CEUNPA) convening in the European Parliament in Brussels on 4 and 5 November, Mr Pöttering stressed that almost 15 years ago the European Parliament already supported the proposal "as one of the first parliamentary institutions in the world". "Today, in times of globalization, it is much less justifiable than in the past to limit the democratic participation of the citizens of this world to the nation state. This is why we, as European Parliament, support ways and means to give the people a strong representation also at the global level", Mr Pöttering stated. Most recently the European Parliament adopted a call for a UNPA in a resolution on UN reform in June 2005.
