Enquête sur les activités de l'ONU confirme le besoin d'un organe parlementaire

En réaction à la demande du Secrétaire général de l'ONU, Ban Ki-moon, de voir un important système externe de contrôledes activités des fonds et programmes de l'ONU, le Comité pour une ONU démocratique répété son appel à une Assebmlée parlementaire de l'ONU. La demande d'enquête sur les activités de l'ONU confirme une fois de plus le besoin d'un organe indépendant et permanent capable de contrôler les opérations de l'ONU et de vérifier les allégations telles que celles déjà existantes, a déclaré le Comité. Des officiels américains avaient fait des allégations selon lesquelles l'opération Corée du Nord du PNUD avait été menée en violation des règles de l'ONU pendant des années.

Probe into UN activities confirms need for parliamentary body

Reacting to UN-Secretary-General Ban Ki-moon's order for a system wide external inquiry into the activities of UN funds and programmes, the Committee for a Democratic UN has reiterated its call for a UN Parliamentary Assembly. The pending probe into UN activities once again confirms the need for a standing independent body able to scrutinize UN operations and to verify allegations such as those now in the air, says the Committee. U.S. officials had alleged that the UNDP's North Korea operation had been run in violation of UN rules for years.

Le Groupe de travail du Parlement Européen traite de la proposition de créer un Parlement à l'ONU

Mercredi, le groupe de travail UE-ONU du Comité sur les affaire étrangères du Parlement Européen ont traité de la question de la création d'une Assemblée parlementaire des Nations Unies (APNU). Sur invitation du Président du groupe, Alexander Graf Lambsdorff, Membre du Parlement européen, le Président du Comité pour une ONU démocratique (KDUN) a présenté la proposition à Strasbourg. Lors des discussions, Miguel Angel Martínez, Parlementaire européen et Président de l'Union Inter-Parlementaire (IPU) de 1997 à 1999, et le Président honoraire actuel de l'Union, a souligné que que l'IPU devrait être le point de départ pour créer une APNU. Cependant M. Martínez a reconnu que "certains changements" à l'IPU seraient nécessaires. KDUN promeut également l'option d'une APNU en tant qu'institution additionnelle. Le Parlement européen a constamment soutenu la création pour une APNU et dernièrement dans une résolution de juin 2005.

European Parliament Working Group discusses UN Parliament proposal

On Wednesday the EU-UN Working Group of the Committee on Foreign Affairs of the European Parliament dealt with the issue of the establishment a United Nations Parliamentary Assembly (UNPA). On the invitation of the group's chairman, Alexander Graf Lambsdorff, MEP, the chairman of the Committee for a Democratic UN (KDUN) presented the proposal in Strasbourg. During the discussion, Miguel Angel Martínez, MEP and President of the Inter-Parliamentary Union (IPU) from 1997-1999, and currently Honorary President of the Union, stressed that the IPU should be the starting point to create a UNPA. However, Martínez admitted that "certain change" at the IPU would be necessary. KDUN also promotes the option of a UNPA as additional institution. The European Parliament has repeatedly supported the establishment of a UNPA, last time in a resolution of June 2005.

Le lundi 20 novembre, l'assistant du Comité pour une ONU démocratique-Rwanda, Christophe Hategekimana, a étér eçu par le Président des Chambres des députés du pays, Alfred Mukezamfura, pour présenter la proposition de créer une Assemblée parlementaire des Nations Unies (APNU). Le Président du Parlement a par la suite soutenu un appel préparé par le Comité qui sera publié en avril 2007. La création d'une APNU est également soutenue par l'ancienne Ministre des Affaires étrangères rwandais, Augustine Iyamuremye, le Président du Parlement ougandais, Edward Sekandi, et la Présidente du Parlement panafricain, Gertrude Mongella.

President of Rwandan Chamber of Deputies supports UN Parliament proposal

On Monday, 20 November, the assistant of the Committee for a Democratic UN for Rwanda, Christophe Hategekimana, was received by the President of the countries' Chamber of Deputies, Alfred Mukezamfura, to present the proposal of a United Nations Parliamentary Assembly (UNPA). Subsequently, the President of the parliament supported an appeal prepared by the Committee which will be published in April 2007. The establishment of a UNPA is also being endorsed by the former Foreign Minister of Rwanda, Augustine Iyamuremye, the Speaker of the neighboring country Uganda, Edward Sekandi, and the President of the Pan-African Parliament, Gertrude Mongella.

La Fédération mondiale des Associations des Nations Unies soutient la proposition de créer un Parlement à l'ONU

Dans une résolution adoptée vendredi dernier, le 10 novembre 2006, la 38ème session plénière de l'Assemblée de la Fédération mondiale des associations pour les Nations Unies (WFUNA) à Buenos Aires "soutient la création d'une Assemblée parlementaire des Nations Unies". WFUNA est un réseau mondial non gouvernmental de centaines de milliers de personnes unies par le biais des associations pour les Nations Unies dans plus de 100 Etats membres de l'ONU. Le Comité pour une ONU démocratique salue grandement la résolution et estime que le soutien de WFUNA pour la proposition de créer une APNU est un pas important et crucial pour cette cause.

World Federation of United Nations Associations supports UN Parliament proposal

In a resolution adopted on last Friday, 10 November 2006, at its 38th Plenary Assembly the World Federation of United Nations Associations (WFUNA) in Buenos Aires "supports the establishment of a United Nations Parliamentary Assembly". WFUNA is a global non-governmental network of hundreds of thousands of people linked together through United Nations Associations in over 100 member states of the UN. The Committee for a Democratic UN strongly welcomes the resolution and considers WFUNA''s support of the UNPA proposal as a very significant and important step in this cause.

La réforme de l'ONU suppose plus que l'élargissement du Conseil de sécurité, selon De Cuellar

Lors d'un "Cafe Crossfire" (soirée-débats) de haut niveau organisé par les Friends of Europe à Bruxelles, l'Ancien Secrétaire général de l'ONU, Javier Perez De Cuellar, a souligné que la réforme des Nations Unies ne peut pas se limiter à la question de réforme du Conseil de sécurité. "Les questions sociales et économiques sont toutes aussi importantes", a déclaré M. De Cuellar, qui a exercé sa fonction de 1982 à 1991. Les co-panelistes, Andreas Bummel, Président du Comité pour une ONU démocratique et Reed Brody, Conseiller à Human Rights Watch, se sont focalisés respectivement sur la participation des citoyens et les droits de l'homme. Tandis que M. Bummel a souligné le besoin de créer une Assemblée parlementaire des Natons Unies, M. Brody a exprimé certaines inquiétudes quant à l'efficacité du nouveau Conseil des droits de l'homme à l'ONU. Lors du débat, M. De Cuellar a soutenu la cause d'une Assemblée parlementaire de l'ONU.

UN-Reform is more than Security Council expansion: de Cuellar

At a high-level "Cafe Crossfire" organized by Friends of Europe in Brussels, former UN Secretary-General Javier Perez de Cuellar stressed that the reform of the United Nations can not be reduced to the question of Security Council reform. Economic and social questions are just as important said de Cuellar, who held the top job at the UN from 1982 to 1991. Co-panelists Andreas Bummel, chairman of the Committee for a Democratic UN, and Reed Brody, Counsel at Human Rights Watch, focussed on citizen participation and human rights respectively. While Bummel stressed the need for the establishment of a United Nations Parliamentary Assembly, Brody expressed doubts about the effectiveness of the new Human Rights Council at the UN. During the debate de Cuellar demonstrated support for the cause of a UN Parliamentary Assembly.
