Metoden för representation inom FN borde modifieras avsevärt. Den nuvarande metoden med regeringar som väljer ut sina delegater ger ingen verklig frihet åt delegaten. Dessutom kan inte regeringarnas val ge folken en känsla av att de är representerade på ett rimligt och proportionerligt sätt. FN:s moraliska auktoritet skulle förbättras avsevärt om delegaterna istället valdes direkt av folket. Om de var ansvariga inför en väljarkår skulle de ha en mycket större frihet att följa sina samveten.
